Contact Control

I was creating new characters for my players (the last ones always get killed or the
sheets are misplaced.) when I realized that this one character whom the player had made
had the following contacts:
City Official, Mr. Johnson, Bartender, Mechanic, Street Doc, Street Cop, Media Producer
Metahuman Rights Activist, and the Squatter.
So far he has only used the Mr. Johnson and Street Cop.
To prevent players from getting extreme amounts of contacts in character creation I divised
these rules:
  1. Players can only start with a number of contacts equal to their Charisma. Not only
does this prevent numerous contacts, but also makes the players want to have high charisma
    which is a first.
  2. The contacts each have ratings. These ratings are how many dice the fixer rolls to
recieve the latest cyberware, or how well the contacts can get information. Each point
    costs 1500¥.
And another thing, if the players don't use the contacts for several weeks, then come up to em and say, hey I need some information on so and so. Have the contact just look at the runner funny and say, "Who are you?"

Simple problems, simple solutions.
